Does time stand still for a photon?

well, i guess a photon can exist out of the human definition of time, but the universe is always moving so the universes' time will never be still

A photon is some particle of light, so it travels at the speed of light, so it experience time.

photon travels at light speed and is massless,a photon does not possess a rest (frame)speed, it experiences only one set of events here-now
